Its more than wonderful, adorable, but recall Budweiser has done some fabulous ads for past Super Bowls, I don't even think one could be called The Best.! All purely wonderful.
They don't dock their tails. Horse tails aren't very long, it's just the the hair grows long. Sometimes they cut the hair short, but more often they braid it up. The only reason to dock a horse tail would be if there were some kind of injury.

It''s very sweet, and it bothers me enormously that the horses' tails are docked, or appear to be.
I doubt I will ever get tired of watching that commercial :)

Yes, it was viewed 34 million times before the Super Bowl. I watched it more than once and agree it was a winner!
The tails are docked. It's illegal in about a dozen US states, also I think in the UK.
